meta-brands - meta-vuplus - vuplus-transtreamproxy - fix pkg_preinst while in do_rootfs phase - run actions AFTER $D becomes null,

if $D=null means that all dirs/files on target rootfs has been created.

this is the correct pkg_preinst use in the meaning of
​https://www.yoctoproject.org/docs/2.4.2/dev-manual/dev-manual.html section 4.3.18
