[openssl] Function and security fixes
OpenSSL was improperly installed and didn't (fully) work.
This commit obsoletes commit e53a9ea94f53f6aed9d70b1e3b9690922e618359

While fixing a functional problem, I used the chance to implement security patches taken from Ubuntu.

Note:
While this change might appear to be huge, it isn't.
Drawing the .bb to our layer just makes it necessary to duplicate all other files from openembedded-core to here too, most are unchanged.
Only the improper do_install/packaging part was adjusted and c_rehash unbroken, as in later openembedded-cores.

Besides that, only the CVE patches are new.
