[fake-hwclock] Add package (taken from Raspbian)
fake-hwclock saves the time on shutdown/reboot and restores it on boot.

The stored/saved time should be accurate enough for cert based stuff to work during boot (until we have a proper NTP or transponder time).

Waiting for ntpsync to complete was never about having a perfect time but only to have cert based stuff to work during boot and a disparity of minutes/hours/days is acceptable for that ... but not 1970-01-01 :)
